About James R. Barth
James R. Barth is the Lowder Eminent Scholar in Finance at Auburn University and a Senior Fellow at the Milken Institute. His research focuses on financial institutions and capital markets, both domestic and global, with special emphasis on regulatory issues. Recently, he served as leader of an international team advising the People's Bank of China on banking reform. Barth also participated in the U.S. Speaker and Specialist Program of the U.S. Department of State and the U.S. Embassy in Beijing. He visited 7 cities in China and spoke to Chinese bankers, regulators, lawyers, university students and faculty, and reporters and editors of newspapers and magazines. He also participated in a web chat on China's largest web portal, Sina.com, in Shanghai. In February of 2008, Barth spoke on "Competition in the Financial Sector: Challenges for Regulation" at the G-20 Workshop on Competition in the Financial Sector, Bali, Indonesia.
Barth was an appointee of Presidents Ronald Reagan and George H.W. Bush as chief economist of the Office of Thrift Supervision and previously as chief economist of the Federal Home Loan Bank Board. He has also held the positions of professor of economics at George Washington University, associate director of the economics program at the National Science Foundation, and Shaw Foundation Professor of Banking and Finance at Nanyang Technological University. He has been a visiting scholar at the U.S. Congressional Budget Office, Federal Reserve Bank of Atlanta, Office of the Comptroller of the Currency, and the World Bank. He is a member of the Advisory Council of George Washington University's Financial Services Research Program.
Barth's expertise in the thrift and banking industries and in financial institution and deposit insurance issues has led him to testify before the U.S. House Banking Committee and U.S. Senate Banking Committee on several occasions. He has authored more than 200 articles in professional journals and has written and edited several books, including The Great Savings and Loan Debacle, American Enterprise Institute Press, and The Reform of Federal Deposit Insurance, Harper Business. He has been quoted in publications ranging from the New York Times and Wall Street Journal to Barron's and Newsweek, and has appeared on broadcast programs including "The McNeil/Lehrer Newshour," "Good Morning America," "Moneyline," "Closing Bell," CNBC, and National Public Radio.
Barth has coauthored a book on bank regulation and supervision around the world with Jerry Caprio and Ross Levine titled Rethinking Bank Regulation: Till Angels Govern, published by Cambridge University Press in 2006. He has also co-edited a book titled Financial Restructuring and Reform in Post-WTO China, published by Kluwer Law International in 2007. Barth is also included in Who's Who in Economics: A Biographical Dictionary of Major Economists, 1700 to 1995.
Barth received his Ph.D. in economics from Ohio State University.
